The Civil Society Group Association for Democratic Reforms react after India passes a bill to reserve one-third of seats for women in its lower house and state assemblies. The bill will more than double the number of female lawmakers in its ranks, after decades of failed attempts to enact the measure. But it could take until at least the end of the decade. "The chances of this bill being actually implemented, the way it is drafted today, is at best uncertain," warns Jagdeep S. Chhokar, co-founder of Civil Society. SOUNDBITES
