Hungary's Prime Minister Viktor Orbán says that reaching an agreement on immigration is "impossible", referring to an agreement reached on Wednesday that seeks to implement a mandatory solidarity mechanism between EU member states if any of them face a massive influx of migrants at their borders, as was the case during the Syrian refugee crisis of 2015 and 2016.
