Mexican Roberto Jimenez and his partner had planned a joyful vacation in Cuba, but their trip was interrupted when a national blackout hit the Caribbean island. "We had a bad experience," he says. "We already knew that the country was not doing particularly well, but the blackout was tough," says another tourist, Amaya Garcia, in Havana.
