April 11 on The Story: For at least five years now, Portland Public Schools has had a goal of creating something called the Center for Black Student Excellence, intended to make the district more equitable by providing a place for underprivileged kids to learn and grow. And in 2020, voters overwhelmingly approved a $1.2 billion bond measure, part of which was set aside for the center. Today, even though voters will soon be asked to fund an even larger bond, the center has yet to be built — in fact, there's been little movement on even planning the particulars. We wanted to know why.
