March 27 on The Story: For years now, the city of Portland has been subsidizing and incentivizing private developers to build housing, often with some or all units kept at "affordable" rates. What it hasn't really done — and what some U.S. cities like Seattle have done — is build, own or operate affordable public housing. Now, two members of the new city council are asking that the city look into this, calling it "social housing." Their resolution, if approved, would have the city study the concept here in Portland. They think it's a necessary addition to the landscape of affordable housing in the city.
