Starting on Sunday, possession of hard drugs becomes a crime again in Oregon, and talks are ongoing as to how that will be enforced in downtown Portland. Portland's ability to pair drug users with deflection will be on limited hours at the outset, meaning some people will be met with jail or citations instead.
