Aug. 1 on The Story: This week, the Associated Press reported on a plan proposed by the mayor of Anchorage, Alaska, to fly homeless people to warmer climes in order to get them out before potentially deadly winter temperatures set in. It's an idea that faces stiff resistance even in his city. The story brought back to the surface a long history of one-way tickets for homeless people. Portland has been on both ends of this tactic before, sending and receiving. But perhaps more so than other places, Portland has a reputation — whether earned or not — for attracting transplants who end up living on the street.
