Rolling off the production line at a chocolate factory in Vienna, Austria, the Mozart Ball or Mozartkugel is an emblematic treat in the central European country. Fuelled by demand from locals and tourists, bigger makers, among them the US food giant Mondelez, are moving production out of Austria, reigniting a long-running debate. "When someone comes to Austria, they want to take Austrian products home," says Andreas Heindl, managing director of Heindl chocolatiers, who explains that he wouldn't relocate production, despite rising cacao prices.
