Residents at a downtown Indianapolis public housing property say safety continues to be an issue. The Lugar Tower apartment complex is subsidized housing for elderly and disabled people. “We got incidences, people yelling and fighting in the lobby, in the elevators, on the floors,” one woman told 13News. She asked to be anonymous because she’s worried for her safety. “There’s been robberies, there’s been shootings…a lot of them are just shooting guns off.
