#1 Police Shooting - Atlanta, GA 1993 October 31st. Tupac Shakur shot and wounded two off-duty police officers, Mark Whitwell and Scott Whitwell in Atlanta. The charges were dropped after it emerged in court that the policemen had been drinking and had initiated the incident.
