Speaking to AFP after the formal adoption of the Windsor Framework on Northern Ireland's border arrangements, European Commission Vice President says the deal marks "the opening of a new chapter" in EU-UK relations post-Brexit, and that there is a "new and positive momentum" to the dynamic between them.
