People in northwest Ireland are assessing the damage after Storm Bert caused a river to burst its banks and flow through a street and some people are keeping sandbags outside their homes with more rain forecast for the evening. "People are distraught, they are really upset by what has gone. A lot of the business have been put out and a lot of the local community have been devastated by this," says Niamh Kennedy, Donegal County Council chairperson. Ireland, Britain and France are facing travel chaos as the winter storm batters northwest Europe, with at least 60,000 properties in Ireland left without power.
