Some twenty fighters from the Democratic Forces for the Liberation of Rwanda (FDLR), including a general and senior officers, are handed over by the M23 to the Rwandan army at the border in the DR Congo's North Kivu province. The presence of the FDLR -- founded by former Rwandan Hutu leaders of the 1994 Tutsi genocide -- in the eastern DRC is one reason given by Kigali to justify the activity of its troops alongside the M23 group, which has been conducting an offensive in the area.
