Another strong earthquake struck western Afghanistan on Wednesday, days after quakes in the same region killed more than 2,000 people. The latest magnitude 6.3 quake near Herat flattened some 700 homes but spared residents who had been sheltering in tents. As quake victims scoured the debris to retrieve some of their belongings, international agencies have warned of major damage in the quake-prone country, leaving children and others vulnerable as winter approaches.
