As election season heats up, presidential candidates are flocking to swing states. In states such as Wisconsin, Trump and Harris are holding rallies and vying for votes. While only ten miles away from the Wisconsin border in Waukegan, Illinois, voters are simply not getting the same type of attention. And those rules mean that cities and towns in non-swing states will likely not be getting a visit from either candidate.
