Images coming out of Texas show a dire situation. So much so, El Paso has declared a State of Emergency. There are more troops in Texas compared to California and the reason for that is the Texas governor has deployed its National Guard, in addition to the troops President Biden has deployed, to help cover the southern border. Governor Newsom hasn't made a similar order. Pedro Rios, the Director of American Friends Service Committee, says to keep in mind that Texas stretches further along Mexico than California does - so there's more space to cover.
