April 3 on The Story: The third person to successfully go through Washington County's drug deflection program graduated on Thursday, another small milestone in Oregon's patchwork approach to offering an offramp from prosecution after recriminalizing simple drug possession in September. Robert Mahoney was homeless for eight months, when he was arrested in September for meth possession on the streets of Hillsboro. He was able to connect with 4D Recovery, the outreach group working with Washington County's deflection program. Now, about six months later, he sees the program as an opportunity that pointed him toward a better choice — one that took willpower and commitment to make.
