But sober housing operators are also facing an empty bed problem, for a different reason. Operators rely on "Flex Funds" from insurers like CareOregon, which are funded by programs like Medicaid and Medicare. The application process was tightened last year in an effort to reduce waste and fraud, and sober housing operators say the result has been a loss of almost all funding, leaving them struggling to fill beds and keep facilities open.
