Feb. 27 on The Story: Since the end of the COVID-19 pandemic, people at all levels of government and the business community have been trying to do something about the state of downtown Portland, which is traditionally a big economic engine in Oregon. While things have improved over time, they haven't rebounded as dramatically as anyone hoped. Tonight we're looking at the different efforts that have been made to turn things around, and taking stock at how effective they've been.
