Feb. 26 on The Story: For the first time since Portland's new 12-member city council took office, elected leaders from both the city and Multnomah County met Wednesday to go over the latest reports on their progress in addressing homelessness. In the background loomed the specter of budget cuts for both governments, in the neighborhood of $100 million each. That, plus an acknowledged sense that local leaders have lost the trust of the public they serve, put a finer point on this first briefing between the newly constituted government bodies.
