Feb. 25 on The Story: The city of Battle Ground in southwest Washington is the latest to ban homeless camping on public property. It's a preemptive move, considering there are not currently any unsanctioned camps within city limits. But city leaders are also creating a "community court" program, hoping to connect repeat offenders with in-house services, such as substance abuse and mental health treatments, all in an effort to make the community safer.
