Sept. 18 on The Story: While Portland has had its share of debates over prohibitions on homeless camps, not to mention legal trouble, that conversation has largely been absent at the county level — until now. County Commissioner Julia Brim Edwards is proposing that there be an overarching camping ban throughout Multnomah County. It's an issue, she says, for unincorporated areas of the county and for county property in the cities, where there are no rules on the books for enforcement. And this week, it appeared that Portland and Gresham may be willing to partner on such a plan.
