They have the similar authority of a government body, but they don't have the accountability of one — which, some Beaverton neighbors have found out — can quickly go sideways. Their HOA, under new leadership, has been quick to dole out violations and issue fines — some totaling over $1,000 per week — and when residents came together to prompt leadership changes, the HOA doubled down.
