March 1 on The Story: On Friday afternoon, the Oregon Senate passed a bill that will roll back part of Measure 110 by recriminalizing simple drug possession. Having already passed the House, HB 4002 now goes on to Gov. Tina Kotek's desk. But the bill isn't simply a return to jail time for drug users — it's intended to give people opportunities to access treatment. So, just as they have with Measure 110, many viewers of The Story have asked, "Is the extra capacity for drug treatment just going to magically appear?" The short answer is no, it isn't. But, the legislation does come with a major investment in more of the behavioral health infrastructure that Oregon has desperately needed for years.
