Jan. 19 on The Story: Things are slowly thawing out in the Portland metro area Friday after nearly a week of winter weather, but ice lingers in many spots — especially on neighborhood side streets. And it's not just a nuisance; Multnomah County reported that there were 166 emergency room visits for "slip and fall" injuries on Wednesday, more than it's seen on a single day since 2016. With that in mind, a lot of our viewers have been wondering whose responsibility it is to clear sidewalks, and what the ramifications are for failing to do so.
