Nov. 21 on The Story: As Portland continues to grapple with a homelessness crisis, there's perhaps still a misconception that getting someone into housing is as simple as finding a place for them to stay, getting them into it, then boom — one less homeless person on the streets. But in spite of the many nonprofits dedicated to homeless services and transitional housing scattered throughout the city, it can often take years of work, determination and even a little good luck to connect one person with stable housing. That's been the story for Velma Carter, who spent years on the streets, getting lost in the system. For the past nine months, KGW reporter Blair Best has been helping her navigate that system, and with increasing urgency.
