Oct. 25 on The Story: In the last fiscal year, Multnomah County's budget was a whopping $2.8 billion, including hundreds of millions of taxpayer dollars. And a lot of taxpayers, perhaps unsatisfied with the state of the county, have looked to the county's spending and wondered whether those dollars are being used properly. Well, the county auditor just finished an in-depth look at the budgeting process. While they found problems, they weren't anything to do with mismanagement or fraud. Instead they had more to do with systems that hinder transparency and public participation in the process.
