Aug. 17 on The Story: When it first took over Multnomah County's unused Wapato Jail with private backing, the Bybee Lakes Hope Center made quite a splash. But in the intervening years, the founder of the organization that runs Bybee Lakes has been clamoring for government funding, something that has not been forthcoming. This week, as Multnomah County commissioners debated what to do with unspent funding, the nonprofit announced that it would need to freeze new admissions to its shelters. And some other organizations that serve homeless people in Portland are joining the chorus, saying that they want to see Bybee Lakes supported.
