July 7, 2023 on The Story: Today marked the start of Portland's new ordinance for camping on public property. Ostensibly, it means that homeless camps are now banned during daytime hours, and round-the-clock in certain areas. But nothing has really changed as of this morning. Mayor Ted Wheeler has pledged to do a "phased-in" start, getting the word out to Portland's homeless population over a period of several months. Here's what we know based on how things stand right now.
