June 28, 2023 on The Story: Despite a legislative session dominated by Senate Republicans' six-week walkout, Gov. Tina Kotek was able to walk away with victories on most of her big priorities this session — measures to address homelessness and affordable housing chief among them. But there was one big exception. House Bill 3414, which would have adjusted land use rules both within and beyond Oregon's urban growth boundaries in order to facilitate new housing construction, went down in the Senate on the very last day of the session. And it was Democrats who did it.
