June 13, 2023 on The Story: Several times now we've dug into the chronic delays plaguing ambulances in Multnomah County, which provider American Medical Response has blamed on staffing shortages and high standards at the county. But it gets worse than delays, as it turns out — sometimes dispatchers simply don't have any ambulances available to send on emergency calls. It's appropriately called "Level Zero," the code for when there are zero ambulances ready for the next call. There have been thousands of these incidents in Multnomah County within the past six months.
