Portland's latest city-sanctioned site, which opened in North Portland in May, houses nearly 70 residents. After the safe rest village first opened, neighbors reported drug deals, drug use and needles, loud noises at all times, and lots of cars speeding through the area. But since then, they've noted some progress.
