Feb. 27, 2023 on The Story: Since the late 1980s, a federal program has incentivized Oregon property owners to offer homes or apartments at a reduced price to low-income renters. But after a certain number years participating in the program, those owners can take an offramp and hike the rent up to market rate. That's why, in the midst of a housing and homelessness crisis, some low-income renters are learning that they'll soon be priced out of the homes they may have occupied for decades.
