This time it’s not just the domain of district attorneys — the county sheriff’s office is in charge of who gets booked into jail. But in Multnomah and Clark counties, the sheriffs say that they don't have the room to house people booked on lower-level charges, including misdemeanor theft. That's not necessarily the case in Washington or Clackamas counties.
