Oct. 5, 2022 on The Story: We've previously reported on the case of Terri Zinzer, a homeless woman accused of walking into a Portland family's home and curling up on their child's empty bed in September. She's been charged dozens of times for similar crimes, and often found unable to assist in her own defense due to mental illness — and she's repeatedly ended up back on the street. Her case is just one example of how our justice system and mental health institutions are allowing people to fall through the cracks.
