The United States is "no longer the dominant power" in the tech world, even though it still behaves like one, says Paddy Cosgrave, CEO of the Web Summit Rio tech conference, which is taking place in the Brazilian city. "In the tech world, the world has moved on. The United States is no longer the dominant power, no longer the hegemon.
