May 8 on The Story: Under the umbrella of the Multnomah County Health Department, "harm reduction" describes a range of services designed to help people on the margins, importantly helping to curb the spread of infectious disease. But most controversially in Portland, those services include the distribution of fresh drug supplies. In Chair Jessica Vega Pederson's new budget, harm reduction would receive over $6 million to operate for the year. That represents a cut from last year — but to critics, it's still far too much, particularly when those services don't come with restrictions aimed at discouraging public drug use.
