May 19 on The Story: For years now, Multnomah County has received criticism for its policy of purchasing tents and tarps which are distributed to homeless services contractors. Later this month, the county is finally changing course — tents and tarps will only be handed out during severe weather events, which also happens to be when the county opens emergency shelter locations to get more people inside. Ostensibly, the policy change addresses many of the longstanding complaints. But service providers don't rely on Multnomah County alone for tents and tarps, which means the change in course may not actually reduce the number of homeless camps out on city streets.
