The Director-General of the World Trade Organization (WTO), Ngozi Okonjo-Iweala, hails a new international agreement on fisheries subsidies as proof that WTO members can overcome global tensions and "work together in a spirit of cooperation and shared responsibility" to deliver solutions, as the accord enters into force after years of thorny negotiations.
