July 15 on The Story: The city of Portland is working to open a major 200-bed overnight homeless shelter at the corner of Northwest 14th and Northrup, right next to I-405. Just two blocks away, the nonprofit Blanchet House plans to open its own 75-bed women's shelter. Both are supposed to be up and running by this fall. But the proposals have neighbors in this part of town up in arms, fearing that they'll bring unprecedented levels of drug use and crime to the area — a problem which, they argue, city leaders have not really attempted to mitigate.
