Oct. 8 on The Story: Well into the day Wednesday, Portland police kept the block outside the South Waterfront ICE facility cordoned off, something that began with the visit Tuesday of U.S. Dept. of Homeland Security Secretary Kristi Noem. Police oversaw the removal of a protest camp that lasted for weeks outside of the facility. Despite all that, Mayor Keith Wilson said that he's declining DHS demands to keep the area blocked off and establish "free speech zones" for protesters. Meanwhile, the disruption of it all is taking a toll on nearby residents and businesses.
