An Indianapolis man is charged after he allegedly hit and killed a bicyclist with his truck while driving high.
Dillan Rogers was struck and killed around 7 a.m. on Feb. 13, 2025. He was riding in the crosswalk across the I-65 off-ramp to Raymond Street on the south side of Indianapolis when he was hit by a Ford F-350 truck exiting from the highway.
Police say Chase Turner was behind the wheel of the truck. Turner pulled over and stopped after feeling "a bump" as he drove onto Raymond Street. Turner pulled into a nearby White Castle and flagged down an IPS police officer.
A medic drew blood from Turner, which showed he had a blood concentration of Delta-9 THC of 24 ng/mL. For context, the legal limit in Illinois, where cannabis is legal, is 5 ng/mL.
