Kevin Maddox is a free man in Howard County, even though he's the prime suspect in a cold-case murder in Kokomo. His murder charge was dismissed on April 22, not because of a lack of evidence, but because the Howard County prosecutor doesn't have enough staff to handle their massive workload.
In documents obtained by 13News, Prosecutor Mark McCann laid out his position in a plea for more funding: He needs about 24 full-time deputy prosecutors to meet the county's caseload. He currently has 11.
