The Indiana Senate is debating a bill to fund testing for the hundreds of rape kits in Indiana's months-long backlog.
"No kit should ever sit untested," sexual assault survivor Michelle Kuiper told the Senate committee on Corrections and Criminal Law. "That is forensic evidence. If we had gun shell casings laying all around, we would test them — there's no question. But why in sexual assault – having that word, sexual assault – that we suddenly say, 'Well, wait a minute. We have to make sure that this person is not lying before we test it?' That makes no sense to me because they're separate. An investigation is separate from testing the evidence."
