If passed, House Bill 1628 would affect everything from the construction of power plants to water systems that span across multiple counties and could give the state more control over the approval process for these projects.
The proposed bill defines a "multi-jurisdictional infrastructure project" as one that involves the construction or deployment of facilities used to generate, transmit, distribute or store electricity, gas or water, and impacts residents or businesses in more than one county. Such projects, under the bill, would be primarily regulated by the state, with local governments stripped of their power to approve or deny zoning permits and other land use decisions.
