Tenants at The E'Laan Apartments in downtown Indianapolis watched from their balconies Sunday afternoon as IMPD cars flooded the street below to respond to a shooting that happened inside their building.
Brandon Mendoza said he waited outside the building for an hour before he could get in.
"I was surprised just because I never see cops around here. Well, I do but not this many. There were like, 15-20 police cars in the street," Mendoza said.
Police said 20-year-old Ty'shaun M. Williams was shot and killed on the third floor of the building, which is located in the 500 block of East Market Street, near North East Street. Officers believe a disturbance before the shooting started inside an apartment and spilled out into a hallway or common area around 1 p.m. Nov. 17.
