Aug. 14 on The Story: Earlier this month, Portland City Council voted to approve a "unified housing strategy," meant to connect all the disparate pieces involved in responding to the housing and homelessness crisis in Portland — the state of Oregon, Metro, Multnomah County, and on down to the city itself. Part of the plan is to focus less on crisis response and more on long-term solutions, like affordable housing. The council vote was near-unanimous — the only "no" came from Councilor Dan Ryan of District 2, North and inner Northeast Portland. So, why the opposition?
