Jeffrey Vappie pleaded not guilty in federal court Friday. His attorney called him “collateral damage” in the long-running investigation tied to payroll fraud and misuse of city funds involving trips with Mayor Cantrell. The defense says the charges unfairly tarnish his nearly 30-year career as a police officer and that Vappie wants to clear his name through the legal process.
